About the BCLDB:
The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

LDB's Information Technology (IT) team consists of 7 competency areas: Customer Experience, Infrastructure & Operations (I&O), Information Security, Enterprise Architecture, Software Services, Data Services, and IT Program Governance. Currently 5 divisions managed by IT Directors collectively are responsible for all of the 7 competency areas to deliver the IT mandate of supporting LDB's corporate and business operations and enabling future needs and initiatives.
At present, the IT team consists of more than 260 full-time employees and includes a sourcing strategy to leverage external expertise to ensure the integrated IT team continues to deliver LDB's strategic initiatives timely and in high quality.
The IT department of the LDB is responsible for the entire computing infrastructure for all of the 230+ BC Liquor Stores, BC Cannabis Stores as well as LDB's head office in Burnaby and 4 Warehouse/Distribution Centres including Delta, Kamloops, Richmond, and Victoria. IT department also manages three data centres located in Burnaby, Delta, and Kamloops.
About this role:
The Senior Business Systems Analyst (BSA) leads the analysis and provides consulting services to plan on-going business and technology needs consistent with BC Liquor Distribution Branch's strategic plans. This position evaluates business systems varying in complexity and business significance and ensures clients requirements and priorities are understood and met throughout the systems development life cycle. This position is responsible to know and understand industry best practices and approaches to business challenges and their relation to systems solutions.
The position is responsible for completing detailed end-to-end business analysis, obtaining clear definition of business requirements and translating them into functional specifications, developing cost-benefit/alternative analysis, risk assessments, recommendations, and preparing branch standard documentation. The position also identifies time frames, resources/ budget requirements and presents findings to both IT and business leaders. This position is also responsible for the analysis of requirements, analyzing and confirming ability to test; programming of custom workflow for test management and defect tracking; and development of automated test scripts/ scenarios traceable to requirements.

Position requirements:
Education and Experience:
Bachelor's degree or diploma in a computer science, information technology, business administration or a related field and three (3) years of related experience*.
OR
Certification in business analysis (e.g., Certified Business Analysis Professional, Certified Competency in Business Analysis) with a minimum of four (4) years of recent, related experience*.
OR
A combination of education training and experience may be considered, i.e., six (6) years of recent and related experience* with formal course work and/or certifications in computer science, information technology, business administration or a relate field.
