About the branch:

Employment Standards and Residential Tenancies (ESRT) branch administers and provides information to the public regarding the Employment Standards Act and Residential Landlord and Tenant Act. The branch conducts investigations and supports dispute resolutions processes between landlords and tenants, and employers and employees. ESRT has the responsibility to carry out final and binding orders, administrative penalties, and makes quasi-judicial decisions pursuant to the relevant legislation.

About the job:

The Investigator independently manages the investigation of complaints and disputes under the Residential Landlord and Tenant Act (RLTA), Employment Standards Act (ESA), Employment Agencies Act, and other relevant legislation, including some complaints made against professionals under the Professional Licensing and Regulatory Affairs branch.

The Investigator collects evidence, mediates and negotiates settlement of complaints and disputes, and prepares investigation reports containing findings and recommendations to resolve files in an efficient and equitable manner that complies with the legislation, common law, and policies and procedures. The Investigator also leads the branch's public education and outreach programs and leads policy development related to investigation and enforcement processes and procedures.

Essential Qualifications:

  • A degree in law, human rights or equity-related disciplines, humanities or social sciences, or a related field
  • Post-secondary coursework in administrative law, human rights or equity-related disciplines, or a related field;
  • Training or coursework in investigations;
  • Experience interpreting and applying policies and legislation;
  • Significant experience conducting investigations and writing investigation reports;
  • Experience working in a fast-paced, highly collaborative environment;
  • Experience or training in threat assessment, trauma informed investigation and adjudication, procedural fairness and natural justice, compliance, mediation and negotiation, dispute resolution, conflict management and restorative processes is an asset.

Candidates who have education, training, and/or experience equivalent to the above qualifications may be equally considered.
